The front office doesn't think logically. For instance, they had contractors install high-speed internet connections (that tennants couldn't use) while the majority of the apartments were occupied. I'd think the best time to do major modifications to the apartments would be in the 3 summer months when most college tennants are gone. They will move tennants for  Need to rent an apartment?
